The Commandant is the director of Upward Bound, a behavior modification facility in Oregon.

History

After Bart was behaving badly, Homer took him here and The Commandant told Bart to kiss his childhood goodbye. At first, Homer mistakes him for a colonel but he isn't. When Homer comes back to get Bart again, the Commandant tells Homer that he would've been called anyway about Bart's stay anyway, because his credit card was rejected. To avoid paying for the few hours Bart spent at Upward Bound, Homer makes a break for it, throwing another credit card at the Commandant as he left.
