Deadbeat Dad is Kirk van Houten's alter-ego. When Chief Wiggum let Houseboy create an army to bring in Bartman he had Deadbeat Dad in his army.
History
Deadbeat Dad was joined only for this counts as quality time. And he wanted make sure Milhouse mom know that he did this.
