Duke Mulligan is a supervillain in Radioactive Man.

History

After Radioactive Man captured him as The Tambourine he was jailed at the Zenith Prison. After servel months he was free and continued with crime this time as Retro-Active Man. He failed with his return to crime and soon had Radioactive Man caputed him agin and send him back to jail.
