Happy Happy Boy Boy is a premium questline in The Simpsons: Tapped Out. It was introduced in the Love and War content update. It requires Libido to be obtained.

After tapping on Libido's exclamation mark
	I'm free! Free to dance like a comic book villain on a staircase!
	No! This is all wrong! You shouldn't be released until we're sixteen! Fourteen if we actually live in Kentucky.
	It's too late now, sister! And there's no way I'm going back in your mind with Honesty, Jealousy, and Conscience. Those three never stop yapping.

Task: "Make Libido Get Imprisoned". The job takes 4 hours.
	I could be wrong about this but I'm guessing the best thing would be to keep you active.
