The Amendment To Be Boy is a character in an educational film.

History

When the boy walks past the United States Capitol building and notices garbage on the steps, the Amendment To Be corrects him and explains that he is actually a proposed amendment. The boy questions him about becoming part of the U.S. Constitution and what would happen if people opposed him. After the amendment is ratified, the boy watches as several other amendments enter Congress carrying guns and bombs.
