Mayor Quimby's niece is the niece of Joe Quimby, from out of town.
History
During the "Simpson-Cooties" wedding, Mayor Quimby is seen attending with her as his date. In an attempt to look inconspicuous, Quimby tells her that she's his niece if anyone asks. After she reminds him that she is in fact his niece, he admits to himself that he is an abomination.
