The woman resembling Homer is a female who resembles Homer.
History
When Homer forgot to pick up Bart from soccer practise, Bart spotted a pink car nearing him. This was not Homer's car however, but was a woman resembling Homer driving. Because she had practically the same features as Homer, such as stubble, Bart thought it was Homer. Then, the woman's car passed Bart, but drove into a muddy puddle, making the mud splatter over Bart.
