Ginger Flanders is Ned's Vegas wife who he married after getting drunk while on vacation in Vegas with Homer.

Ginger is one of the most unknown character. It is not heard very much.Ned says Maud is really the only wife he had.Homer takes Ned to Vegas when he finds out Ned has done nothing in his life for 60 years. There Homer and Ned see two waitresses and wake up to find out they got drunk over night and married them.
