The raving derelict is a bum that resides in Skid Row and appears to be psychotic, screaming gibberish and running around. He sleeps in a pile of garbage on the streets.

History

Chief Wiggum left Ralph in the police car whilst he tried to talk some sense into the raving derelict. The raving derelict thought someone was stealing his thoughts and told Wiggum this.
