The Department of Labor is a governmental organization that addresses various employment-related issues, including labor law compliance, workplace safety, and employment standards.

Mr. Burns had recently sent Charlie off to an Arabic palace as part of one of his many elaborate traps. In his search for a replacement, he had hired Zutroy, an illegal immigrant, to take over Charlie's position. However, the United States Department of Labor soon intervened. Agents had scaled from the ceiling and charged Burns with several labor violations, including the employment of illegal immigrants and working animals. Notably, they pointed out that Burns had never hired a female worker. As a result, they demanded that Burns make changes to the power plant's policies, including the requirement to hire at least one woman. After Zutroy was arrested and deported to his native country, the pressure from the Department intensified.
