Joe Banks is an 82-year-old man who has fed the ducks at a pond every day for the past 17 years. As Bart Simpson reported in Bart's People, one month ago Joe discovered that the ducks were gone. Bart told his viewers that some people think the ducks went to Canada, others think they went to Toronto, and still others think that Joe used to sit by a different pond a few steps away that continues to be frequented by ducks. Mr. Burns, after viewing this news segment, askedWaylon Smithers whether his power plant might have killed the ducks. When Smithers confirmed that the plant was undoubtedly at fault, Burns replied, "Excellent."
