History
Skip Tarrington attended a Homeowner Association meeting, where Homer wanted to speak. However, Herb Barnstable made Homer wait for the rest of the meeting until Homer fell asleep. When Homer woke up, he found that the meeting was over and everybody had left. Skip Tarrington then spoke to Homer and told him that he lived on Bluebird Avenue. Skip then convinced Homer to run for Homeowner Association president. Homer started appealing to the community to get them to vote for him, but found little support. He went to Skip for help, and Skip told him that he needed to change everyone's perception of him and connect with people on a personal level to secure votes. Homer managed to get enough support to win the vote and become the new Homeowner Association president. However, when he asked Skip to help him lead the community, Skip refused as it wasn't his scene.
When Homer was being chased by an angry mob through Grandview Fountains Estates, he found himself on Bluebird Avenue. Homer found Skip's house and was going to ask for help when he overheard Skip talking with people. He found that Skip had set Homer up as Homeowner Association president so he could drive down house prices and cause people to leave so that he could buy up the properties and convert the area into rich housing. This angered Homer, who then called the angry mob over to Skip's house. The mob then chased Skip and the other rich people out of town.
