Herb Barnstable is the former president of the home association for Grandview Fountains Estates.
History
When Homer won a jacuzzi for the family, it was delivered to the Simpson house. As the deliverymen were unloading it, Herb Barnstable was cycling past. Herb told Homer that he was the Homeowner Association president and that outdoor hot tubs violated the rules of the Homeowner Association. He then gave Homer a list of all the violations that 742 Evergreen Terrace had and told Homer to fix them.
Angry about this, Homer went to the next Homeowner Association meeting to try to get the rules changed so his jacuzzi could be used. Herb told Homer that he would have to wait for the rest of the scheduled table of items to be finished before he could talk. However, Homer fell asleep during the meeting, and everyone left before Homer woke up.
When Homer was running for president of the Homeowner Association, Herb went to talk to Homer to ask if he was serious. Herb told Homer that he knew nothing about governing and nobody would vote for him. The following week, the election happened, and Herb was shocked to find that Homer had won. Homer then demanded that Herb get rid of the fiberglass deer on his lawn.
