The galactic senator is a character in Cosmic Wars: The Gathering Shadow.

History

He was doing the role call to make sure everyone was present when an AT-AT came bursting into the senate building and proposes an amendment to a Space Bill. The galactic senator tells it to wait its turn and goes back to the role call.

Behind the Laughter

His appearance and role in the movie are based on Chancellor Palpatine aka Darth Sidious in the Star Wars prequel trilogy.
