The Gay Latino man is an unnamed man who talked to Homer at a construction site.

History

Homer and Lisa were working at a Domiciles for the Destitute construction site when Lisa heard Homer chuckling to himself, "If Bart can be El Barto ...", referring to Bart's graffiti alias. Lisa turned around to see that Homer had painted "EL HOMO" on the wall, Latinizing his name to create his own graffiti tag, modeled after Bart's.

The Gay Latino man then appeared, touched Homer on the shoulder, and said, "If only I had your courage, Señor", evidently mistaking Homer's graffiti tag for a declaration of homosexuality. When Homer realized what the man meant, he screamed and began frantically painting the rest of the wall to cover the words up.
