The unnamed prepper resembles Lieutenant Smash from "New Kids on the Blecch", only differing in skin color.

Homer and Bart were watching some apocalyptic moves :
- Ice World : Los Angeles, may be a reference to Escape from L.A..
- Volcasteroid!, a reference to Volcano.
- Kathy Griffin : even armageddon won't stop me, a reference to Armageddon.

We can notice a reference to Rise of the Planet of the Apes when Homer imagines people turned to apes and went destroying everything.

The scene with Homer in the popcorn machine refers to the sex scene in Titanic.
When Bart mentioned that in apocalyptic movies, water and oil are Money, he may refer to Mad Max 2.
When he draws a face on a rice bag, this refers to Cast Away.
The false wall in Simpson basement may refers to Inside Man.

The goof

In one scene, the unnamed prepper had brown hair instead of blond. Immediately after, when Gary Chalmers is looking through the rifle scope, the prepper has blond hair again.
When Bart and Milhouse were seen playing Satan's Path, Bart's shoes are totally blues, like in Season 1 episodes.
