Joey Crusher is one of Mr. Burns hired goons. His partner is Low Blow. Mr. Burns hires them to do hands-on work for him and have occasionally escorted Homer to places on Mr. Burns order.
Despite being goons, Homer seems to be on good terms with them, referring to Crusher as Joey, which is probably his first name.[1]
History
Joey Crusher and Low Blow were tasked with making sure Homer got Cletus to sign over his helium to Mr. Burns. Low Blow was to hit him whilst Joey Crusher laughed at his pain. Homer asked Low Blow if he was the pain guy or the laugh guy and Low Blow hit Homer, causing Crusher to laugh.
