Phil is the photographer for an investigative reporter.
History
When the Lanley Institute of Monorail Conducting started Lyle Lanley kicked out all the investigative reporters. One of them was Phil, who had a hidden camera in his turban. He left after the reporter asked Lyle if they must take their camera with them.
