The waiter is an unnamed waiter in Smithers' fantasy.
History
When Mr. Burns stated if the deal didn't go right he'd have to move to the South Pacific with him, Smithers began imagining what it would be like. In the fantasy, the waiter asked Burns if we wanted the fried potatoes or the mixed berries.
