The bird owner is the unnamed owner of a crane.
History
When Chief Wiggum revealed to Homer and Marge that a crane was being brought in from Shelbyville to get them out of the National Bank of Springfield, the bird owner soon came to the bank with a crane. Chief Wiggum asked if that was the crane and the bird owner told him that it was a bird known as a "crane" that got very sick on the way down to Springfield. Chief Wiggum then said that it was their told priority for the bird to get well.
