Miss Idaho was a contestant in the Miss American Girl Pageant. She was dressed as a potato.
Behind the Laughter
Her costume is a reference to Idaho's nickname the "Potato State", due to nearly a third of the US's potatoes coming from the state. The potato is also Idaho's state vegetable.
