Phillip is a very good friend of Mr. Burns.
History
On Christmas Eve, Waylon Smithers and Mr. Burns went to Costington's to buy a present for a good friend to Mr. Burns. They bought a silver frame because Smithers believed that he was the good friend. While at Costington's, they meet Phillip who bought a glass sculpture to Mr. Burns for Christmas.
