The Employment Agency worker is a man who works at the Springfield Employment Agency.
History
Homer went to the agency to find a second job, after Mr. Burns terminated the power plant's drug program. The worker, however, was less than helpful, spending his time playing a computer game, instead of assisting Homer.
Behind the Laughter
The computer game that the worker plays is clearly modelled after Doom.
