Mr. Norman is chairman for the neighborhood association where the Simpson family lives.
History
When Marge start to haning laundry outdoors saw Mr. Norman that and sending her a letter which he tell at she must take down the clothes for it's an eyesore and it's violates the rules the neighborhood association. Marge refused to surender and at the next neighborhood association meeting they discuss if Marge can haning clothes outdoors. Mr. Norman said she can't but under the meeting comes a group of angry women from Springfield and they ask Norman what is wrong with the bras and remember that Norman was mad when they burned them and now he did not want them to air dry them. Ned asks then to the association if they can vote to let the Simpsons dry clothes outdoors, so long they didn't dry Homer's underwear and all beside Norman accepts it.
