Mr. Centipede is a fictional character in Ranger Rick.
History
Bart complained that the TV in the Flanders family bomb shelter was not working, so Ned gave him a censored version of Ranger Rick, placing black bars over the private parts of presumably naked cartoon animals. Ned even went so far as to censor the many "genitals" on a centipede.
