He is the person that blackmails Marge, sending letters to her. He also later sends letters to Lorne Michaels, TGI Fridays, Sunglass Hut, and Quiznos, asking them where the hell do they get off, before asking the same thing to the woman that shushes during the Gracie Film gag.
