The Canadian Flanders is a man who looks and acts similarily to Ned Flanders. Ned addresses him as his "neighboureeno to the North."
History
When Homer takes Apu and Ned on a drug run to Canada, they meet Canadian Flanders outside the Winnipeg Pharmacy. Ned greets him and says that he likes the cut of his gibberish. The two then start babbling nonsensically. The Canadian Flanders then asks Ned if he'd like a "reeferino" saying that "it's legal here." Ned then mutters that they warned him the Devil would be attractive, and the group drive off, back to America.
