The hobo is an unnamed homeless man in Springfield. He owns a dog named Blue.

History
The hobo was one of the people Gil invited to join him at the Simpson house on St. Patrick's Day.[1]
When Springfield suffered a recession because of Mr. Burns laying off all his staff, Lenny started washing people's car windshields to make money. After scrubbing Dr. Hibbert's car, the hobo then came and wiped Lenny's squeegee with a rag. Lenny told the hobo that he didn't want his squeegee cleaned and the hobo replied that he had got what he wanted. He then squeezed the water out of the rag into a small dish and his dog started drinking the water. The hobo then said "that's it boy. Live one more day".[2]
The hobo was seen in line to take the mandatory Personal Value Quotient test.[3] He also stumbles while inebriated knocking letters off the marquee outside Costington's changing the sign from "DOWNTOWN'S LAST GASP OF CLASS" to "DOWNTOWN'S LAST GAS OF ASS" to Bart's amusement.[4]

When Mayor Quimby opens a 'homeless shelter', the hobo says he doesn't like the sound of it, and his dog Blue sniffs at the door, yelps and runs. Mayor Quimby then pushes the hobo through the door, and into Homer's mouth.[5]
