Skip Tarrington attended a Homeowner Association meeting, where Homer wanted to speak. However, Herb Barnstable made Homer wait for the rest of the meeting until Homer fell asleep. When Homer woke up, he found that the meeting was over and everybody had left. Skip Tarrington then spoke to Homer and told him that he lived on Bluebird Avenue. Skip then convinced Homer to run for Homeowner Association president. Homer started appealing to the community to get them to vote for him, but found little support.
