He once tried to charge Ned Flanders $50 for an illegal cable hookup. Ned refused and told the man to leave. Homer, upon asking Ned why he was so angry, then flagged the man down before he could drive away. Homer then got the man to install free cable in his house. When Homer questioned the legality of what he was doing, the employee gave Homer a pamphlet titled So You've Decided to Steal Cable.[1]
When Homer was looking for Lisa, he bribed the man with balloons to let him use the cherry picker.[2]
