Courtney was a teenage girl who, through unexplained means, became a justice on the Supreme Court of the United States. In the scene from the episode that Homer saw on Tube Town, Courtney and the other justices were hearing a case. Courtney spotted an attractive boy in the courtroom who winked at her, causing her to completely lose control of her speech and make weird noises and faces.
