Billy is the first-mate of The Rotting Pelican.
History[edit]
Billy was introduced to Homer when he was made to work on the ship. Later, when a storm was coming in, Billy told Jack that the barometer doesn't lie about a storm coming in. After The Rotting Pelican got shipwrecked, Billy was saved by a Japanese fishing vessel among the rest of the crew.
