During a gathering held at the Springfield City Hall, the citizens decided to fake a disaster to trick the federal government out of relief money. After faking a hurricane disaster, the FEMA official arrived in Springfield to approve the relief funding but first demanded a $2,500 processing fee, which turned out to be a scam.
