The cashier is an unnamed cashier at the Pawn Shop. He knows Homer Simpson.
History
He pawned Homer's television for him.
Trivia
Ironically, the Simpson family have their television back in the next episode "Bart the General", even though Homer stated he would buy a new television. It can then be assumed that Homer either bought back their old television, or simply bought one that looks just like it.
