Jessica is a collie owned by Kent Brockman.
History
When the Simpson family took Laddie to the Springfield Dog Park they met Kent Brockman with his dog, Jessica. Kent asked Homer if Laddie fellow's not available to stud. Homer then asked if he wanted some puppies but Brockman told him that Jessica has been fixed but she just needs a little attention.[1]
Jessica was seen around Springfield with other dogs after Springfield became a dog-friendly town. She turned vicious along with the others.[2]
