Wanda Powell is the adoptive sister of Herbert Powell. Her parents are Edward Powell and Mililani Osler. Her two sisters are Coco and Carla. Herb was adopted because Edward and Mililani were unable to have a son.
She most likely lives in Shelbyville as Herb was adopted from Shelbyville Orphanage. She has never appeared in any episode, only in The Simpsons Uncensored Family Album
