Coco Powell is the adoptive sister of Herbert Powell, Homer's half-brother. Her parents are Edward Powell and Mililani Osler. Her two sisters are Wanda and Carla. Herb was adopted because Edward and Mililani were unable to have a son.
She most likely lives in Shelbyville as Herb was adopted from Shelbyville Orphanage. She has never appeared in any episode, only in The Simpsons Uncensored Family Album
