Mililani Powell (née Osler) is the adoptive mother of Herbert Powell. She also has a husband called Edward Powell. She gave birth to three daughters called Coco Powell, Wanda Powell and Carla Powell. They adopted Herb because they couldn't get a boy.
They most likely live in Shelbyville as Herb was adopted from Shelbyville Orphanage.
