The "hey hey" guy is a man who briefly appeared in the Kwik-E-Mart.
History
He had previously seen the photo of Homer and Princess Kashmir and was in the Kwik-E-Mart when he saw Homer. He yelled out "Hey hey!" to which Homer replies "I hear you, buddy".
