The witness relocation man is a member of the Witness Relocation program.
History
He suggests the possible locations that the Simpson family could move to to assume new identities. Later, when his co-worker stamps on Homer's foot to try and make him understand that he is to become "Homer Thompson", Homer turns to him and says that he thinks he's talking to him.
