Mervin Monroe[1] is the proprietor of the The Happy Sailor Tattoo Parlor in the Springfield Mall.
Biography[edit]
He is Marvin Monroe's younger brother. He was the test subject for Dr. Monroe's early experiments. Marvin tried to cure him from his bed-wetting problems by sending 2000 volts though his blanket, causing him to run away from home forever.
He learned his tattooing art whilst participating in a failed CIA plot to discredit Fidel Castro by tattooing a smiley face on his forehead. He had his heart broken by Tattoo Annie, who then had his heart tattooed on her butt.[1]

Bart decides to get a tattoo and is able to trick the Tattoo Parlor Guy into believing he is old enough to get a tattoo. He was able to almost complete the tattoo before Marge pulled Bart away. He got a heart and the word "MOTH" on Bart's arm all he need to complete it was the letters "ER".[2]
The Happy Sailor Tattoo Parlor appeared in the opening sequence of Eye On Springfield, where news anchor Kent Brockman was shown receiving a tattoo from Mervin Monroe.[3][4]
He is seen (with a tan) at a parenting class.[5]
He took part in the world's tallest human pyramid record attempt.
He is later seen visiting his son in juvie.[6]
