The unnamed man with telescope was a man observing neighbors through a telescope from his home.
History[edit]
During one such instance of the man observing neighbors through a telescope, he noticed Bart Simpson, who was also watching others, and the two briefly made direct eye contact from their respective houses. He later misinterpreted Bart's movements as a potential threat when Bart left his home and approached a nearby residence. Believing himself to be in danger, he reacted with alarm and called out for "Grace."

The man is a parody of L. B. "Jeff" Jefferies, played by James Stewart, from the film Rear Window.
