I feel that this page should be deleted because the name of it appears to be incomplete (there's clearly some text before the first letter that is cut off) and even the letters we can make out are unclear, we don't know for sure that the first three letters are "CAU". :The way I interpreted that policy was that background music was music that the characters couldn't actually hear, i.e. it's playing during the scene, but not ''in'' the scene. So, therefore it would be considered "out of universe", as compared to music that the characters are physically listening to, which is "in universe". There's my two-cents, anyway.
