The El Chemistri chef is a chef of El Chemistri, a very posh restaurant in Springfield.

He showed Marge, Bart, and Lisa to their table after giving them mints that vibrated when their table was ready. He then served up the food, telling everyone what it was. Later, when Marge and the kids had to leave early, he gave them their dessert, apple pie in ball form, in a small bag and told them to just get out.[1]
The El Chemistri chef and Eduardo Barcelona had a conspiracy theory together about fake saffron being used in paella.[2]
