He Who Controls the Donuts, Controls the World is a comic story featured in Simpsons Comics #180.
Synopsis
After Mr. Burns lays off the entire Power Plant work force, plunging Springfield into economic ruin, the citizens head north, illegally immigrating to Canada in an attempt to get out of their financial slump. Meanwhile, as Mr. Burns is the only one left, other illegal immigrants begin to populate Springfield.
