A Tale of 2 Pen Pals is a comic story featured in Simpsons Comics #96. It was later reprinted in The Best of The Simpsons #54 and Simpsons Comics Confidential.
Plot
Bart and Lisa decide to expand their horizons a bit when they become pen pals with two children from the other side the world. Needless to say, Bart's attempts to help make his letter writer cool and Lisa's humanitarian efforts to improve her pen friends lot in life lead to what can be charitably described as "an international incident."
