He is a takeoff of Joe Camel, the spokesperson (mascot) of Camel Cigarettes.

He is featured in about 4 episodes.
Replacement
In one episode Laramie advertises that they need a replacement for Menthol Moose after he is diagnosed with lung cancer. This leads to Santa's Little Helper becoming the new mascot.
Death
He is presumed dead.
