The language on Rigel 7 is Rigellian, which by coincidence, is exactly the same as English. Rigel 7 is the home planet of Kang & Kodos. The other inhabitants of Rigel seem to be similiar in appearance to Kang and Kodos.
This planet is mentioned in the Treehouse of Horror IX.
