The CIA van is a van used by the Chinese Intelligence in America for transport.
History
Cycling up a steep hill, Bart is chased by this van and ends up in the back of it. The Chinese spies then accept his offer of nuclear secrets in return for a dirt bike.
Later, the van pulls up in the zoo and the Chinese spies try to kill Bart for swallowing the flash drive.
