Slack-Jawed Scientist is a Simpsons Comics story that appears in Simpsons Comics #211.
Plot
Bart is skateboarding and sees a hatch in the ground and go into it. Bart ends up in a slide and ends up in a basement where he finds that book "The Springfield Food Experiment". Bart becomes choked when he read about the subject #41987 which is about him and Homer and how they will get massive loss of brain function. Cletus discovers Bart reading the book and he reveals that he is a scientist for FoodGlommoCorp Inc. and they test what junk food makes the residents in Springfield losing their IQ. Bart is going to tell what he found for the whole town but Cletus is then make him a proposal, free squishees and donuts for life and he accepts it. Homer and Bart sits and eats donuts and drink squishees. Homer asks Bart where they got those from and Bart says he forgot.
